Qatar: The Waiting for the United States Continues

The United States defended its track record on fighting climate change as the Qatar climate change negotiations began last week. The US representative Jonathan Pershing claimed that the United Sates was making “enormous” efforts to slow global warming and help the poor nations most affected by it. (Associated Press, 2012) Other countries have accused the United States of consistently blocking progress in the search for a global solution to climate change particularly since the George W. Bush administration abandoned the Kyoto Protocol, the 1997 treaty limiting emissions of heat-trapping gases by industrialized countries. As negotiators met for a two-week session in oil and gas-rich Qatar, U.S. delegate  Pershing suggested America deserves more credit and said: “Those who don’t follow what the U.S. is doing may not be informed of the scale and extent of the effort, but it’s enormous.” Pershing also noted that the Obama administration has taken a series of steps, including sharply increasing fuel efficiency standards for cars and trucks, and made good on promises of climate financing for poor countries. (Associated Press, 2012). Thus far, the United States has not articulated any willingness to go beyond the voluntary emissions reductions commitment it made in Copenhagen three years ago.

The US apparent unwillingness to reduce its greenhouse gas emissions beyond what it is already on track to achieve is of considerable controversy in the Qatar negotiations this week because of the growing scientific concern about the potential inevitability of catastrophic warming caused by human activities.  Probably at the top of the list in order of importance of all of the issues under negotiation in Qatar is the need to increase the ambitiousness of emissions reductions commitments by nations so that that future warming is limited to 2°C. Because nations have failed to make commitments to reduce global greenhouse gas emissions to levels that will limit future warming do 2°C, there is an increasing sense of urgency among climate scientists around the world on the need for all nations to significantly increase their greenhouse gas emissions reductions commitments to their fair share of safe global emissions. This will require most nations, but particularly high-emitting nations such as the United States, to greatly increase commitments beyond those that they had made in the Copenhagen Cop in 2009.

As we have written about extensively before on EthicandCliamte.org, the world has been waiting for over two decades for the United States to show leadership on climate change.  See, f0r instance, The World Waits In Vain For US Ethical Climate Change Leadership As the World Warms.  Although there are many countries other than the United States that have frequently failed to respond to what justice would require of them to reduce the threat of climate change, the United States, perhaps more than any other country, has gained a reputation in the international community for its consistent unwillingness to commit to serious greenhouse gas emissions reductions during the over two decades that world has been seeking a global agreement on how to respond to climate change. 
Because the United States is such a vital player in any global solution to climate change, the US lack of response to its obligations to reduce the global threat of climate change is widely seen as an immense impediment to an urgently needed global climate change solution. And so the world continues to wait for ethical leadership from the United States on climate change at a time when climate change damages are becoming more visible around the world.

The United States according to the World Resources Institute has recently made progress on its greenhouse gas emissions toward its voluntary target of reducing greenhouse gas emissions by 17% below 2005 emissions by 2020 to the extent that it may reduce its emissions by 9.5 %  by 2020. (WRI, 2012)  US ghg emissions reductions have been achieved in the United States due largely significant fuel switching in the electricity sector from coal to natural gas, an economic slowdown that began in 2008, and some federal and US state regulatory programs designed to reduce ghg emissions. Yet because the US projected reductions of 9.5% below 2005 in 2020 is equal to a 2% increase above 1990 levels in 2020 at a moment in history when many scientists believe that a reductions of 25 to 4o% below 1990 levels by 2020 are necessary to prevent dangerous climate change, the US projected reductions fall extraordinarily short of any reasonable US fair share of tolerable global emissions.

Because of these inadequate commitments from the United States, ECO, an NGO publication that reports on developments at UNFCCC negotiations, wrote the following letter to President Obama that we hereby reprint.

President Obama: We Hope for Change

In his victory speech after being re-elected to a second term, President Obama swelled the hopes once again of people around the world who care about climate change when he said, “We want our children to live in an America that is not burdened by debt, that is not weakened by inequality, that is not threatened by the destructive power of a warming planet.” Those hopes continued to swell when in a press conference a few days later, he responded to a question from the media on climate by saying that he planned to start “a conversation across the country…” to see “how we can shape an agenda that garners bipartisan support and helps move this agenda forward…and…be an international leader” on climate change. President Obama appears to understand that climate change is a legacy issue that was not adequately addressed during his first term in office.

The question therefore has to be, what next? In his second term, will President Obama deliver the bold action needed to reduce the threat of climate change to the US and the world, by shifting the US economy towards a zero carbon future, and making the issue a centerpiece of US foreign policy? In the aftermath of superstorm Sandy, and the drought, wildfires and other extreme weather events that have afflicted the US over the last year, it is clearly time for President Obama to press the reset button on climate policy, both nationally and internationally.

First, the world needs to hear from the President and his negotiating team here in Doha that they remain fully committed to keeping the increase in global temperature far below 2 degrees, that it is not only still possible but essential to do so, and that the USA is going to provide leadership in this collective effort.

The administration should then make clear how it will meet its current 17 percent reduction target. While US emissions are decreasing slightly – both as a result of the administration’s policies on renewable energy and vehicle fuel economy standards and because of sharply lower natural gas prices that have reduced coal use for electricity generation – it is unlikely that without additional regulation or legislation that the US will meet its 2020 target. The delegation should also clarify what the Obama Administration will do to put the US on track to the near-elimination of emissions by mid-century called for by the scientific community.

Finally, delegations need to hear that the US remains committed to meeting its fair share of the Copenhagen pledge of mobilizing $100 billion in climate finance per year by 2020, as well as which innovative finance options the administration is prepared to support to get there.

These four steps would go a long way to reset US climate diplomacy. They would show that instead of dragging the world down to the level of what is (not) possible in the USA, President Obama and his team are going to pull the US up to what the science and the world demands to avoid catastrophic climate change.

One last point: every coach knows that when you find your team down by several goals at half-time, a change in your game plan may not be enough; it may also be time to make some substitutions to the players on the field.

A Video: Even Monkeys Would Get Climate Change Justice. Why Don’t Governments and the Press?

Many of the positions taken by some governments and individuals on climate change are so obviously unjust and unfair, that monkeys would get the injustice this video argues. Monkeys are believed to be capable of responding to obvious unfairness as this video demonstrates when one monkey is given a cucumber (which monkeys don’t like that much) and another is give a grape (which some monkeys love). The monkey who gets the cucumber throws it back at the trainer when the monkey sees the other monkey getting a beloved grape.

The more serious point of this video is that those who desire to see that ethics and justice become more influential in climate change policy formation need to help others spot the injustice of actual positions being taken by governments and others on climate change policy issues rather than focus on perfect justice. Many positions of governments on climate change fail to pass minimum ethical scrutiny yet ethics and justice issues are largely being ignored in discussions of climate change policies at least in the United States. Although there is a growing literature on the ethical dimensions of climate change, most of this literature is focused on theoretical ethical questions rather than on the injustice of positions actually being taken about climate policies.

A new book, Navigating the Perfect Moral Storm, Climate Change Ethics, explains these matters in more detail and makes recommendations about how to give ethical consideration in climate change policy formation.

The purpose of this video is to encourage the press, NGOs, and concerned citizens around the world to turn up the volume on the ethical dimensions of climate change. Despite a thirty-five year debate on climate change, for the most part, governments, NGOs, organizations, and individuals are ignoring the ethical dimensions of climate change even though an increased focus on ethics and justice is needed to move the world to a global solution to this immense threat.  The video argues that ethics is the crucial missing element in the climate change debate and if an ethical framing of most climate change policy issues were taken seriously it would transform how the public debate on climate change takes place.

Will Hurricane Sandy Remedy The US Media’s Grave Failures To Adequately Cover Climate Change?

Hurricane Sandy is clearly responsible for a renewed interest in the American press about climate change.  For a  good sample of how the US media has, at least for the short-term, woken up to climate change see an excellent summary of  press coverage of links between Sandy and climate change on the website Residence on Earth at www.anothergreenblogg.wordpress.com,

Will this new interest in human-induced global warming lead to a cure of the grave US media failures to  communicate adequately to the American people the urgency and magnitude of the threat to the world entailed by climate change?

Some of the press coverage of climate change after Sandy is likely to improve. For instance, there is some hope after Sandy that the press will no longer ignore the monumental scale of the potential damages  to the United States as our planet continues to heat up.  As the Los Angeles Times recently reported:

Perhaps the most important message from Sandy is that it underscores the enormous price of underestimating the threat of climate change. Damage increases exponentially even if preparations are only slightly wrong. (Linden 2012)

And so Sandy may convince Americans that the threat of climate change is real and the damages of inaction are immense. However, there is very little evidence in the most recent reporting in the US press on Sandy and climate change that other grave failures of the American media to cover climate change will be remedied.  In fact US media reporting on climate change in the last few weeks has focused primarily on whether Sandy demonstrates that the threat of climate change is real.  Still missing  from mainstream media coverage of climate change are the 5 features on climate change that US citizens must understand to fully comprehend the urgent need of United States government to enact strong policies to reduce US emissions of greenhouse gases. As we have  explained in the last six articles on EthicsandClimate.org missing from US media coverage of climate change are:

  • the nature of the strong scientific consensus on climate change,
  •  a clear understanding of the magnitude and the urgency of total greenhouse gas emissions reductions necessary to prevent catastrophic warming,
  • a recognition a of the practical significance for policy that follows from an understanding that climate change is a civilization challenging ethical issue, 
  • acknowledgments  that the United States has been a significant barrier to finding a global solution to climate change for over 2 decades, and
  • an understanding of the nature of the well-organized, well-financed disinformation campaign that has been operating in the United States for over 20 years and that has been funded largely by fossil fuel interests and free market fundamentalist foundations.

In previous entries, Ethicsandclimate.org examined the failure of the US media to communicate about: (a) the nature of the strong scientific consensus about human-induced climate change, (b) the magnitude of greenhouse gas emissions reductions necessary to prevent catastrophic climate change,(c) the practical significance for policy that follows from understanding climate change as essentially an ethical problem, (e) the consistent barrier that the United States has been to finding a global solution to climate change in international climate negotiations, and (f)  the failure of the US media to help educate US citizens about the well-financed, well-organized climate change disinformation campaign.

Unless these other features of climate change are understood, there is a huge risk that Americans will not support strong climate change policy measures of the scale needed in the United States.

The US Media’s Grave Communication Failure On The Magnitude Of GHG Emissions Reductions Necessary To Prevent Dangerous Climate Change

 I. Introduction

This is the third entry in a series that is examining grave communications failures of the US media in regard to climate change. In this series we examine how the American media has utterly failed to communicate to US citizens about five essential aspects of climate change that need to be understood to know why climate change is a civilization challenging problem that requires dramatic, aggressive, and urgent policy action to avoid harsh impacts to hundreds of millions of people around the world.  EthicsandClimate.org has recently developed a video that summarizes these failures: Five Grave Communication Failures of US Media on Climate Change at: http://blogs.law.widener.edu/climate/2012/10/15/five-grave-communications-failures-of-the-us-media-on-climate-change/

This is the second paper that examines in more detail the issues briefly examined in the video. In the last entry we examined the failure of the US media to communicate about the nature of the strong scientific consensus about human-induced climate change. In this post we look at the failure of the US press to communicate about the enormous magnitude of greenhouse gas emissions reductions necessary to prevent harsh climate change impacts.

Subsequent posts will examine the following additional communication failures of the US media:

  •  The consistent barrier that the United States has been in developing a global solution on climate change for over 20 years.
  •  The fact that climate change must be understood as a civilization challenging ethical problem, an understanding that is of profound significance for climate change policy formation.
  •  The nature of the climate change disinformation campaign in the United States.

II. Communication Failures On The Magnitude Of The GHG Emissions Reductions Necessary To Prevent Dangerous Climate Change

 Most Americans are completely unaware of the magnitude of global greenhouse gas emissions reductions necessary to prevent dangerous climate change. If US citizens don’t understand the size and scope of the problem, they will almost certainly refuse to support legislation and policies necessary to put the United States on an emissions reduction pathway that represents the US fair share of safe global emissionsBecause, as we discussed in the last entry, the scientific consensus is so strong that the world is headed to harsh and dangerous impacts, the US media’s failure to communicate clearly about the magnitude of the problem facing the world is a serious, grave, and tragic lapse.

No US national climate change strategy makes any sense unless it is understood to implicitly be a position on the US fair share of a global greenhouse gas emissions reductions pathway capable of preventing dangerous climate change. Yet when US federal climate change legislation was under consideration between 2009 and 2010, there was almost no public discussion about whether proposed US climate change legislation would reduce US greenhouse gas emissions to levels that represent the US fair share of safe global emissions.

To understand the urgency for civilization challenging emissions reductions it is necessary to understand: (a) what temperature increases will likely trigger harsh climate change impacts,  (b) what atmospheric concentrations of greenhouse gases will cause specific temperature increases that are of concern, and (c) what quantities of greenhouse gas emissions will exceed atmospheric greenhouse target concentrations. Only then can one understand the amount of global greenhouse gas emissions reductions from business as usual that are necessary to avoid dangerous climate change.

A. Dangerous Temperature Increases

The international community agreed at a meeting of the conference of the parties under the United Nations Framework Convention on Climate Change in Copenhagen in 2009 that the world must work together to limit warming to an additional 2oC to avoid rapid non-linear impacts from climate change. The 2oC warming limit was agreed to because there is widespread agreement among the vast majority of mainstream scientists that warming of more than 2oC significantly increases the probability of harsh climate impacts.

However, catastrophic harms, at least for some parts of the world, could be triggered by additional warming of less than 2oC because there is uncertainty about how the Earth will respond to different increases in temperatures. (Athanasiou and Bear 2002) The 2oC upper temperature limit is quite controversial scientifically because, as we shall see, some scientists believe that lower amounts of additional warming could set into motion rapid climate changes that could greatly harm people around the world and increases of as little as 1oC will likely greatly harm some people in some regions.

A report, “Assessment of Knowledge on Impacts of Climate Change,” prepared by the Potsdam Institute to examine the meaning of “dangerous” climate change under the UNFCCC supported the 2°C danger limit after a rigorous analysis of climate change impacts at various temperatures concluding:

Above 2°C the risks increase very substantially involving potentially large extinctions or even ecosystem collapses, major increases in hunger and water shortage risks as well as socio-economic damages, particularly in developing countries. (Hare 2003: 89)

Yet, even this report identified very serious global and regional impacts below 2°C. In fact, this report concluded that temperature increases below 1°C threaten highly vulnerable ecosystems and between 1°C and 2 °C increase the risks of damage for all ecosystems and particularly for some regional ecosystems. (Hare 2003: 89)

There is substantial scientific evidence that even a 1.5°C temperature limit would not be sufficient to protect those most vulnerable to climate change. For instance, a recent paper by Jim Hansen and seven other authors concluded that additional warming should be limited to 1°C warming to prevent serious harms. (Hansen et al 2008) To do this, existing atmospheric concentrations of CO2 must not only not be allowed to rise the small amount to 450 ppm CO2 from current levels of 394 ppm CO2 but must be reduced below existing levels to 350 ppm CO2. (Hansen et al. 2008) According to this paper, the world has likely already shot past the level of atmospheric greenhouse gas concentrations that will lead to dangerous climate change for many. According to Hansen and his collaborators, the world has already used up all of the assimilative capacity of the atmosphere and biosphere that has been available to buffer against dangerous climate change. As a result, this paper asserts that to prevent dangerous climate change the world must not only reduce its emissions but reduce existing greenhouse gas CO2 atmospheric concentrations from the current 394 ppm to 350 ppm CO2 to avoid dangerous climate change.

And so, although the international community agreed in Copenhagen to limit future warming to 2°C, this could prove to be a limit that is too high to protect millions around the world. As one observer recently noted:

We feel compelled to note that even a “moderate” warming of 2°C stands a strong chance of provoking drought and storm responses that could challenge civilized society, leading potentially to the conflict and suffering that go with failed states and mass migrations. Global warming of 2°C would leave the Earth warmer than it has been in millions of years, a disruption of climate conditions that have been stable for longer than the history of human agriculture. Given the drought that already afflicts Australia, the crumbling of the sea ice in the Arctic, and the increasing storm damage after only 0.8 °C of warming so far, calling 2°C a danger limit seems to us pretty cavalier.

In thinking about an upper temperature limit, many scientists are concerned with avoiding runaway climate change. That is, they fear that global temperatures will exceed a tipping point that will trigger a release of stored carbon from the biosphere, an event that would cause further rapid climate change. Runaway climate change would mean that governments would lose the ability to control future climate change that they would otherwise have through reducing greenhouse gas emissions from fossil fuel combustion and deforestation. That is, runaway climate change means that human action would be unable to stop significant temperature increase without massive geo-engineering. (Washington and Cook 2011: 30-31) This is so because, among other things, there are vast amounts of methane stored in permafrost, methane hydrates on the ocean floor, and carbon in the forests that could be released as the world warms. If the world warms too much, increased temperatures could cause huge amounts of carbon to be released that would overwhelm the quantities of carbon being released through fossil fuel combustion and deforestation. This is known to be a possibility, because such releases of stored carbon have happened in Earth’s history and caused rapid non-linear Earth temperature changes.

And so, the magnitude of greenhouse gas reductions needed to prevent dangerous climate change is understood to be the reductions from business-as-usual that will allow atmospheric concentrations of greenhouse gases to be stabilized at levels that will limit warming to between 1 to 2°C with prudence calling for a 1°C limit. We now turn to what atmospheric greenhouse gas atmospheric concentrations levels are understood to prevent warming above these amounts.

B. Atmospheric Greenhouse Gas Stabilization Goal

The amount of warming that will be experienced from different greenhouse gas atmospheric concentrations is usually referred to as the issue of “climate sensitivity.” Climate sensitivity is somewhat uncertain as there are remaining scientific uncertainties about the magnitude of the positive and negative feedbacks in the climate system.

Climate sensitivity is usually defined to mean the amount of warming that the Earth will experience if atmospheric concentrations of COreach 560 ppm of COequivalent, where COequivalent is the metric which translates other greenhouse gases into an equivalent level of CO2 . The IPCC in its Fourth Assessment Report (AR4) concluded that climate sensitivity is likely to be in the range 2 to 4.5 °C with a best estimate of about 3°C, and is very unlikely to be less than 1.5 °C. (IPCC 2007) The IPCC also noted that climate sensitivity values substantially higher than 4.5 °C cannot be excluded. And so the temperature change that the consensus view believes is likely if all of the greenhouse gases rise to 560 ppm carbon equivalent is somewhere between 2 °C and 4.5 °C with even higher temperatures possible. The current concentration of CO2 is 394 ppm. (CO2  Now 2012)

To operationalize an upper temperature limit, the international community must set an atmospheric greenhouse gas concentration stabilization limit. Since there is scientific uncertainty about how much warming will be experienced by different atmospheric greenhouse gas concentration levels, there is significant scientific controversy about what the greenhouse gas atmospheric stabilization target should be to achieve any warming limit.

Making the calculation of emissions reductions needed at any one time is complicated by the fact that how rapidly greenhouse gas emissions must be reduced is a problem that depends upon when global emissions reductions begin. The longer the international community waits to reduce greenhouse gas emissions, the steeper the necessary emissions reductions pathway becomes. It is relatively easy to calculate the amount of additional tons of emissions that can be allowed to stabilize atmospheric concentrations at a certain level such as 450 ppm CO2 but this number will depend upon when emissions reductions begin. At any time it is therefore possible to create a budget that identifies the total tons of emissions that can be allowed before a specific atmosphere concentration is exceeded but the longer the international community waits to begin to reduce emissions, the steeper the reductions must be.

The magnitude of the challenge entailed by the need to set a greenhouse gas atmospheric concentration target becomes evident after looking at the probability of exceeding 2°C if CO2 equivalent targets are set at specific levels such as 450 or 550 ppm. In the following chart the colored lines represent emissions reduction pathways that would stabilize atmospheric concentrations of carbon dioxide equivalents at various levels. The yellow line is a pathway that would stabilize at 550 ppm. The red line is a reduction pathway that could stabilize carbon dioxide equivalent at 450 ppm. The numbers on the boxes on these two lines specify the probability of exceeding 2°C if atmospheric concentration levels are stabilized at these levels.

From this chart we therefore see that if atmospheric carbon dioxide is stabilized at 550 ppm there is between a 75% and 99% chance that the world will experience temperatures in excess of 2°C. Looking at the red line we see that even at a stabilization level of 450 ppm there is between a 45% and 86% chance that the world experience increases in temperature greater than 2°C. Because CO2 levels are already approaching 395 ppm and other greenhouse gases make current carbon dioxide equivalent levels in the vicinity of 430 ppm it becomes evident that the world is running out of time to stabilize atmospheric carbon dioxide levels in the atmospheric concentrations that would limit warming to 2°C. Because as we have seen it is possible that temperature increases as small as 1°C will create harsh impacts for some people in some parts of the world it becomes apparent that the need to reduce greenhouse gases aggressively, and dramatically, and urgently.

C. Percentage Reductions From Business As Usual Required To Stabilize Atmospheric Concentrations Of Greenhouse Gases

The startling magnitude of the challenge to the world from climate change becomes apparent upon reflection that the world is currently increasing greenhouse gas emissions  during the last decade of an average annual increase of 2.7%. (PBL 2012) Yet to stabilize carbon dioxide concentrations at about 450 ppm by 2050, global emissions will have to decline by about 60% from current levels. (Hossol 2011).  Because developing countries need to expand economic activity to escape grinding poverty according to one US White House paper, industrial countries greenhouse gas emissions would have to decline by about 80% by 2050. (Hossol 2011)

Given that greenhouse emissions are increasing year to year and that the entire world will need to reduce emissions by as much as 60% by 2050 to give any hope of remaining below 2°C, the challenge to the world is staggering. One observer sums up the situation as following:

The growth of emissions is making the task ahead more and more difficult. The longer we wait to start shrinking emissions, the faster we’ll have to shrink them to stay under budget. Here’s a visualization of what that means — some sample reduction curves with varying peak years (the four different lines are based on the four main IPCC scenarios):

As you can see, if we delay the global emissions peak until 2025, we pretty much have to drop off a cliff afterwards to avoid 2 degrees C. Short of a meteor strike that shuts down industrial civilization, that’s unlikely.

This, then, is the brutal logic of climate change: With immediate, concerted action at global scale, we have a slim chance to halt climate change at the extremely dangerous level of 2°C. If we delay even a decade — waiting for better technology or a more amenable political situation or whatever — we will have no chance.

Although the challenge of achieving sufficient global greenhouse gas emissions to prevent 2°C is extraordinarily daunting, as we have explained above a 2°C warming limit may not prevent catastrophic harm because temperature increases more than 1°C may cause great harm.

International climate negotiations have sought to find a global solution to climate change since they began in 1990 and have struggled since then to reach a global deal among most countries to prevent dangerous climate change. Because global emissions continue to rise rather than decrease after 20 years since climate change negotiations began, the international community has lost several decades in finding a way to prevent dangerous climate change. And so, the human race may be running out of time to prevent dangerous climate change. Yet most Americans are unaware of the seriousness and urgency of the staggering problem we are facing. The US media has utterly failed to sound the alarm about the magnitude of the threat of climate change.

An Ethical Analysis Of US Presidential Candidate Mitt Romney’s Views On Climate Change

Editor’s Note: This entry contains both a video and a the text on which the video was based that examines the views of US Presidential candidate Mitt Romney on climate change though an ethical lens. The text follows the video.

 

 

I. Introduction

Ethicsandclimate.org has critically examined US President Obama’s approach to climate change on several occasions. See, for instance:

Ethicsandclimate.org now turns to an ethical analysis of US Republican presidential candidate Mitt Romney’s views on climate change. Although Mitt Romney’s position on climate change appears to have changed over time (at one time supported policies to reduce the threat of climate change), he recently has opposed legislation designed to reduce greenhouse gases citing  two reasons. In an October 2011 he asserted in response to a question about his view on climate change that he was opposed to climate change legislation because:

  1.  He did not know whether climate change was human caused.
  1. Climate change is a global problem and the US should not spend huge amounts of money on a problem that is global in scope.

In addition, during his acceptance speech at the Republican convention on August 30, 2012, Romney commented on climate change by asserting that President Obama would try to stop raising seas and heal the planet while he would help American families, thus implicitly implying that he would not support climate change legislation while he was President (Lacey, 2012).

 

II. Ethical Analysis Of Romney’s Opposition To Climate Change Policies

 Should Mitt Romney’s opposition to government action on climate change be understood as a profound ethical lapse? The potential ethical significance of an unwillingness to act on climate change is obvious once one understands that:

  •  High emitting nations and individuals are putting tens of millions of the world’s poorest people at risk.
  • Tens of thousands of deaths and other harms caused by climate change are already attributable to human-induced warming, that is climate change is not just a civilization challenging  future problem but the present cause of misery to some humans in some parts of the world.
  • Even if the international community could stabilize atmospheric concentrations of  greenhouse gas emissions at current levels further warming will continue for as much as 100 years because of thermal lags in the climate system.
  • The mainstream scientific view holds that the world is likely running out of time to prevent rapid, nonlinear, and potentially catastrophic warming.

 

These facts are held by mainstream scientific view on climate change, a view supported by every academy of sciences in the world that has taken a position including theUnited States Academy of Sciences, 97 to 98% of the scientists that actually do climate science research, and over 100 scientific organizations in the world whose members have relevant expertise.

 

In light of the above, Mitt Romney’s position on human-induced warming is a stunning moral failure.  We now investigate in more detail ethical problems with the specific justifications articulated by Romney so far for his unwillingness to support climate change legislation.

 

  1. Ethical analysis of opposing greenhouse gas reduction policies on the basis of lack of scientific evidence of human causation.

 

It is not clear from candidate Romney’s stated position about human causation of observable warming whether he is claiming that there is no evidence of human causation or alternatively that there is significant scientific uncertainty about links between human activities and observed warming.

 

If Romney is claiming that there is no evidence of human causation of warming this is either a lie or reckless disregard for the truth. That is any claim that there is no evidence that observed warming is caused by human activity is demonstratively false. In fact there are numerous independent and robust lines of evidence that humans are mostly responsible for the undeniable warming the world is experiencing. This evidence includes:

Fingerprints of Human Causation of Climate Change

(Cook 2010)

  • Multiple climate fingerprints of human causation including how the upper atmosphere is warming in comparison to the lower atmosphere, nights are warming faster than days, the upper limit of the troposphere is rising as the world warms, more heat is returning to Earth, less oxygen is being found in atmosphere as CO2 rises, and ocean temperature change patterns can’t be attributed to factors that drive natural climate variability.

 

  • Multiple studies (called attribution studies) designed to statistically test the probability that observed warming could be attributed to natural variability.

 

  • Measures of isotopes of CO2 that support the conclusion that the CO2 appearing in the atmosphere is from fossil fuels combustion.

 

  • Close correlation between atmospheric CO2 concentrations and global consumption of fossil fuel and deforestation.

 

  • Inability to attribute observed warming to known causes of natural climate    variability.

 

  • Uncontestable scientific understanding that as greenhouse gases are added to the atmosphere the Earth’s climate will warm to some extent.

 

It is clearly untruthful to claim that there’s no evidence of human causation of observed warming.

Perhaps, Romney is claiming, however, not that there is no evidence of human causation, but rather that there is significant scientific uncertainty about whether warming can be attributed to human activities. Yet the mainstream scientific view on this issue is that it is more than 90% certain that observable warming is primarily caused by increasing concentrations of greenhouse gases produced by human activities including the burning of fossil fuels and deforestation (IPCC, 2007). The mainstream scientific view, as we have seen, is supported by the most prestigious scientific organizations in the world a fact in itself that has moral significance.

 

Even assuming for the sake of argument that there is more scientific uncertainty about human causation of warming than that recognized by the mainstream scientific view,  as we have explained in Ethicsandclimate.org before in numerous articles (See. e.g. Brown, 2008a), using scientific uncertainty as an excuse for non-action on climate change does not pass minimum ethical scrutiny due to certain features of the climate change problem including:

  •  The enormous adverse potential impacts on human health and the environment from human-induced climate change articulated by the consensus view.
  •  The disproportionate climate change impacts on the poorest people of the world.
  •  The real potential for potentially catastrophic climate surprises recognized by the mainstream scientific view.
  •  The fact that much of the science of the climate change problem has never or is not now in dispute, even if one acknowledges some remaining uncertainty about timing or magnitude of climate change impacts.
  •   The fact that climate change damage is probably already being experienced by some people, plants, animals, and ecosystems around the world in the form of rising seas and increased strength of tropical storms and more frequent and intense droughts and floods.
  •  The strong likelihood that serious and irreversible damage will be experienced before all the uncertainties can be eliminated.
  •  The fact that the longer nations wait to take action, the more difficult it will be to stabilize greenhouse gases at levels which don’t create serious damage.
  •  The fact that those who will be most harmed by climate change have rights to be consulted about decisions that dare made to take no action on climate change on the basis of basis scientific uncertainty.
  •  The fact that the mainstream view holds that  the world is running out of time to prevent dangerous climate change.

 

Given these features of the climate change problem, it is inconceivable that any ethical system would condone an excuse for non-action on climate change based upon scientific uncertainty. This is particularly true because if the consensus view is wrong about the magnitude and timing of climate change  it could be wrong in both directions, that is, climate change impacts could be much worse and more rapid than the impacts identified by IPCC and the US Academy of Sciences even if they also could be less harmful in regard to timing and magnitude.

All major ethical systems would strongly condemn behavior that is much less threatening and dangerous than climate change. That is deontological, utilitarian, justice, ecocentric, biocentric, and relationship based ethics would not condone using scientific uncertainty as justification for not reducing high levels of greenhouse gas emissions given what is not in dispute among mainstream climate scientists (See Brown, 2002: 141-148). For this is a problem that if not controlled may cause the death of tens or hundreds of thousands of helpless victims caused by intense storms and heat waves, the death or sickness of millions that may suffer dengue fever or malaria, the destruction of some nations’ ability to grow food or provide drinking water, the devastation of forests and personal property, and the acceleration of elimination of countless species of plants and animals that are already stressed by other human activities. In summary, global warming threatens many of the things that humans hold to be of most value, i.e., life, health, family, the ability to make a living, community, and the natural environment.

The ethical duty to avoid risky behavior is proportional to the magnitude of the potential harm. Because climate change is likely to cause death to many, if not millions of people, through heat stroke, vector borne disease, and flooding, annihilate many island nations by rising seas, cause billions of dollars in property damage in intense storms, and destroy the ability of hundreds of millions to feed themselves in hotter drier climates, the duty to refrain from activities which could cause global warming is extraordinarily strong even in the face of scientific uncertainty about consequences.

Therefore, the nature of the risk from climate change is enormous and using scientific uncertainty as an excuse for doing nothing is ethically intolerable.

In fact that there is wide spread cross-cultural acceptance of the idea that one should not engage in very risky behavior that could cause great harm to things which people attach great value to is a conclusion that is clear from the acceptance of the “precautionary principle” in a growing number of international treaties including the 1992 United Nations Framework Convention on Climate Change (UN, 1992, Article 3). Under the precautionary principle agreed in the climate change convention, nations promised not to use scientific uncertainty as an excuse for not taking cost-effective action. This is an additional ethical reason why scientific uncertainty cannot now be used by nations as an excuse for refusing to make reductions to their fair share of safe global emissions. That is, in addition to the strong ethical reasons identified  sbove, a nation may not break a promise made to other nations in the UNFCCC to not use scientific uncertainty as justification for non-action on climate change.

 

II. Ethical Duty To Act Does Not Depend On Other Nation’s Greenhouse Gas Emissions Reduction Commitments

As we have seen, Presidential candidate Romney has also indicated that he would not support US domestic change legislation because it is a global problem and  the United States should not spend money on such a global problem. It would appear that Romney is objecting to US expenditures to reduce greenhouse gases as long as other nations are not also committing to reduce their greenhouse gas emissions although it is not clear why Romeny would object to US action on climate change on the basis that is a global problem. Implicit in this justification appears to be the unstated assumption that no nation need to reduce its greenhouse gas emissions to its fair share of safe global missions until other nations act accordingly. Yet  this excuse for non-action on climate change also does not withstand minimum ethical scrutiny.

Because current greenhouse gas levels are already harming people, plants, animals, and ecosystems around the world according to the consensus climate change scientific view, and even if global  atmospheric concentrations of greenhouse gases could be stabilized at current levels, an extraordinarily difficult goal to achieve, climate change-caused harms will grow in the years ahead. For this reason, current levels of total global greenhouse gas emissions must be reduced significantly to avoid future harms especially to those who have done little to cause the existing problem.

Yet, not all nations have equal responsibility to reduce greenhouse emissions given differences among nations in current and past emissions levels and steps already taken to reduce national emissions. However, all nations have an ethical duty to reduce their greenhouse gas emissions to their fair share of safe global emissions if they are exceeding their fair share (See Brown 2008). Although reasonable people may disagree on what fairness requires because different theories of distributive justice reach different conclusiosn about how to allocate responsibility, no developed nation may reasonablly make the argument that they are justified in not reducing greenhouse gas emissions subatanially because of the cilization challenging magnitude of emissions reductions that are needed to stabilze atmospheric concentrations at safe levels and the hugely disproportionate emissons levels attributable to developed nations.

As a matter of distributive justice, no nation nay deny that it has a duty to keep its national emissions levels below its fair share of safe global emissions. Therefore if a nation is exceeding its fair share of safe global emissions, that nation has an ethical duty to reduce emissions and this duty does not depend upon what other nations are doing.

Although some developing nations can make a presentable argument that they could increase greenhouse gas emissions without exceeding their fair share of global emissions, the developed nations, including the United States cannot make this argument because it is known that existing total global emissions levels need to be significantly reduced and the developed nations are very high emitting nations compared to most nations in the world. For this reason, the United States and other developed nations, along with perhaps a few developing nations, have an immediate duty to begin to reduce their emissions to their fair share of safe global emissions and this obligation is compelled by basic justice, not a need for leadership.

The duty to reduce emissions is not diminished if others who are contributing to the harm fail to cease their harmful behavior. This is so because no nation or person has a right to continue destructive behavior on the basis that others who are causing damage have not ceased their destructive behavior. The only question that needs to be examined to trigger a responsibility to begin to make immediate reductions in greenhouse gas emissions  is whether the nation is exceeding its fair share of safe global emissions.

In addition to principles of distributive justice, developed nations have another strong reason why they must reduce their emissions to their fair share of safe global emissions. That is, they promised to do reduce their emissions based upon “equity” in the Untied Nations Framework Convention on Climate Change to prevent dangerous anthropocentric interference with the climate system. Violating a provision of an international agreement such as the UNFCCC is considered a wrongful act under international law, and is therefore an unethical action for consenting nations (See, e.g., International Law Commission Draft Articles on State Responsibility Art. 2(a) & (b), 2001). Since parties to the UNFCCC also agreed that Annex I countries, that is developed countries, would take the lead in combating climate change and modifying future trends, Annex I countries must undertake policies and measures to limit their emissions regardless of actions taken by non-Annex I country parties. This is now a matter of international law as well as a principle of distributive justice.

For these reasons, high emitting nations in particular have a legal and ethical responsibility to reduce emissions to their fair share of safe global emissions. This duty applies regardless of efforts undertaken by other nations.

And so, Republican presidential candidate Romney may not justify a refusal of the United States to reduce its greenhouse gas emissions  to its fair share of safe global emissions on the basis that other nations refuse to do so. All that is being asked of United States is that it limit its greenhouse gas emissions to  it’s fair and just share. It is not being asked to solve the problem for the rest of the world.

For these reasons, the United States may not refuse to reduce its emissions to its fair share of safe global emission because not all nations have acted accordingly. Such a conclusion is ethically absurd.

 

III. Conclusion

 For all these reasons, US presidential candidate Romney’s position on climate change fails to pass minimal ethical scrutiny.

After over 80 articles on the ethics of climate change at ClimateEthics.org, I am moving to Widener University School of Law where the analyses formerly posted on ClimateEthics as well as new posts will continue at this site, EthicsandClimate.org. 

Climate change must be understood essentially as a civilization challenging ethical and moral problem. This realization has profound practical consequences for policy formation.   Yet the ethical implications of policy responses have usually been ignored in policy debates that have now spanned thirty years. Despite 20 years of international negotiations to come up with a global solution to climate change under the United Nations Framework Convention on Climate Change, the ethical and justice dimensions of national positions remain the key missing element in the positions of national governments.

This site examines the ethical dimensions of climate science, economics, politics, policy responses, trading, atmospheric greenhouse gas stabilization goals, as well as the obligations of nations, governments, businesses, organizations, and individuals to respond to climate change and pay for adaptation responses and damages.

The site will follow the positions taken by governments in international climate change negotiations and subject them to an ethical critique. The site will subject arguments made by proponents and opponents of  climate change policies to ethical scrutiny.

The site believes that turning up the volume on the ethical dimensions of climate change is key to moving the world to a just solution to climate change.

Because many of the most important ethical issues that need to be faced in climate change policy formation are often hidden in dense  scientific and economic discourses that most people, including many policy professionals, have difficulty in unpacking, this sites seeks to help those concerned about climate change understand the ethical issues often obscured by what first appears to be the “value-neutral” languages of science and economics.

For these reasons, the purpose of this site is to help civil society understand, debate, and respond to the ethical dimensions of climate change.

The Practical Importance of Seeing Climate Change as an Ethical Problem.

Why is practically important for policy-making to see climate change as an ethical problem?
ClimateEthics begins with this entry using YouTube technology to explain the ethical dimensions of cliamte change. The following is our first attempt to do this. This video explains why it is practically important to understand climate change policy issues as ethical questions. We hope to improve our ability to do this in the future. This entry is 16 minutes long. It argues that it is practically important to turn up the volume on the ethical dimensions of climate change.

Ten Practical Policy Consequences of Acknowledging That Climate Change Is An Ethical Problem.

I. Introduction.

If climate change is understood as essentially an ethical problem, several practical consequences for policy formation follow. Yet it would appear there is widespread failure of those engaged in climate change policy controversies to understand the enormous practical significance for policy formation of the acknowledgement that climate change is a moral issue.

Given the growing urgency of the need to rapidly reduce global greenhouse gas emissions and the hard-to-imagine magnitude of global emissions reductions needed to stabilize atmospheric concentrations at reasonably safe levels, the failure of many engaged in climate change controversies to see the practical significance of understanding climate change as an ethical problem must be seen as a huge human tragedy.

The evidence for this widespread failure to understand the practical significance of seeing climate change as a moral issue includes the almost universal failure of the press or advocates of climate change policies to ask those governments, businesses, organizations, or individuals who oppose national climate change policies on the grounds of national economic cost alone whether they deny that in addition to national economic interest nations must comply with their obligations, duties, and responsibilities to prevent harm to millions of poor, vulnerable people around the world. In the United States and other high-emitting nations there is hardly a peep or a whisper about the practical consequences of seeing climate change as a world-challenging ethical problem.

Without doubt, there are several reasons why climate change must be understood essentially as a civilization challenging ethical problem. Many have asserted that climate change is an ethical problem, but few appear to understand what practical difference it makes if climate change is seen as an ethical problem.

Why is climate change fundamentally an ethical problem?
First, climate change creates duties, responsibilities, and obligations because those most responsible for causing this problem are the richer developed countries or rich people in developed and developing countries, yet those who are most vulnerable to the problem’s harshest impacts are some of the world’s poorest people around the world. That is, climate change is an ethical problem because its biggest victims are people who have done little to cause the immense threat to them. .

Second, climate-change impacts are potentially catastrophic for many of the poorest people around the world if not the entire world. Climate change harms include deaths from disease, droughts, floods, heat, and intense storms, damages to homes and villages from rising oceans, adverse impacts on agriculture, diminishing natural resources, the inability to rely upon traditional sources of food, and the destruction of water supplies. In fact, climate change threatens the very existence of some small island nations. Clearly these impacts are potentially catastrophic. Yet there is growing evidence that greenhouse gas levels and resulting warming may be approaching thresholds that could lead to losing control over rising emissions.

Third, climate change must be understood to be an ethical problem because of its global scope. If other problems are created at the local, regional or national scale, citizens can petition their governments to protect them from serious harms. But at the global level, no government exists whose jurisdiction matches the scale of the problem. And so, although national, regional and local governments have the ability and responsibility to protect citizens within their boarders, they have no responsibility to foreigners in the absence of international law. For this reason, ethical appeals are necessary to motivate governments to take steps to prevent their citizens from seriously harming foreigners.

Although many have acknowledged that climate change must be understood as an ethical problem, the practical significance for policy formation that follows from this recognition appears to be widely not understood. The following are ten practical consequences, among many others, for policy formation that flow from the acknowledgement that climate change is an ethical problem.

Although there are some climate change ethical issues about which reasonable ethical principles would reach different conclusions about what ethics requires, the following are conclusions about which there is a strong overlapping consensus among ethical theories. The ethical basis for these claims have been more rigorously worked out in prior articles and are not repeated here to reduce complexity.

II. Ten Practical Consequences of Acknowledgement Climate Change Is An Ethical Problem.

If climate change is an ethical problem, then:
1. Nations or sub-national governments may not look to their domestic economic interests alone to justify their response to climate change because they must also comply with their duties, responsibilities, and obligations to others to prevent climate-change caused harms.

2. All nations, sub-national governments, businesses, organizations, and individual must reduce their greenhouse gas emissions to their fair share of safe global emissions. Although different theories of distributive justice would reach different conclusions about what “fairness” requires quantitatively, most of the positions taken by opponents of climate change policies fail to pass minimum ethical scrutiny given the huge differences in emissions levels between high and low emitting nations and the enormity of global emissions reductions needed to prevent catastrophic climate change. Any test of “fairness” must look to principles of distributive or retributive justice and must be supported by moral reasoning.

3. No nation may refuse to reduce its greenhouse gas emissions to its fair share of safe global emissions on the basis that some other nations are not reducing their emissions to their fair share of safe global emissions. All nations must reduce their greenhouse gas emissions to their fair share of safe global emissions without regard to what other nations do.

4. No national policy on climate change is ethically acceptable unless it, in combination with fair levels of greenhouse gas emissions from other countries, leads to stabilizing greenhouse gas atmospheric concentrations at levels that prevent harm to those around the world who are most vulnerable to climate change. This is so because any national position on climate change is implicitly a position on adequate global atmospheric greenhouse gas concentration stabilization level and all nations have a duty to prevent atmospheric greenhouse concentrations from exceeding levels that are harmful to others.

5. Because it has been scientifically well established that there is a great risk of catastrophic harm from human-induced change (even though it is acknowledged that there are remaining uncertainties about timing and magnitude of climate change impacts), no high-emitting nation, sub-national government, organization, business, or individual of greenhouse gases may use some remaining scientific uncertainty about climate change impacts as an excuse for not reducing its emissions to its fair share of safe global greenhouse gas emission on the basis of scientific uncertainty. The duty to prevent great harm to others begins once a person is on notice that they are potentially causing great harm, not when the harm is absolutely proven.

6. Those nations, sub-national governments, organizations, businesses, and individuals that are emitting greenhouse gases above their fair share of safe global emissions have obligations, duties, and responsibilities for the costs of adaptation or damages to those who are harmed are will be harmed by climate change.

7. Given the magnitude of potential harms from climate change, those who make skeptical arguments against the mainstream scientific view on climate change have a duty to submit skeptical arguments to peer-review, acknowledge what is not in dispute about climate change science and not only focus on what is unknown, refrain from making specious claims about mainstream science of climate change such as the entire scientific basis for climate change has been completely debunked, and assume the burden of proof to show that emissions of greenhouse gases are benign.

8. Those nations or entities that have historically far exceeded their fair of safe global emissions have some responsibility for their historic emissions. Although the date at which responsibility for historic emissions is triggered is a matter about which different ethical theories may disagree, at the very latest nations have responsibility for their historical emissions on the date that they were on notice that excess greenhouse gas emissions were dangerous for others, not on the date that danger was proven.

9. In determining what is any nation’s fair share of safe global emissions, the nation must either assume that all humans have an equal right to use the atmosphere as a sink for greenhouse gases, or identify another allocation formula based upon morally relevant criteria. All nations have an ethical duty to explain why any deviation from per capita greenhouse gas emissions is ethically justified.

10. Some economic tools frequently used to evaluate public policy on climate change such as cost-benefit analysis that don’t acknowledge responsibility for allocating the burdens for reducing the threat of climate change on the basis of distributive justice are ethically problematic.

The US Academy of Sciences’ Reports On Climate Change and The US Moral Climate Change Failure.

I. The US Academy of Sciences Thirty-Year Record in Warning the US About the Risk Of Climate Change.

Earlier this month, the United States Academy of Science issued its most recent report on the science of climate change that once again concluded that human-induced climate change was a very serious threat to humans and ecological systems around the world. This Report was entitled “America’s Climate Choices 2011″ (US Academy, 2011) Among other conclusions, this report found:

Climate change is occurring, is very likely caused primarily by the emission of greenhouse gases from human activities, and poses significant risks for a range of human and natural systems. Emissions continue to increase, which will result in further change and greater risks. In the judgment of this report’s authoring committee, the environmental, economic, and humanitarian risks posed by climate change indicate a pressing need for substantial action to limit the magnitude of climate change and to prepare for adapting to its impacts. ” (US Academy, 2011)

This is not the first US Academy of Sciences report on climate change. In fact the US Academy gas been warning Americans about climate change since international interest in reducing greenhouse gas emissions grew dramatically in the late 1970’s as computer modelers began to use new computing tools to construct climate models that were capable of predicting temperature changes caused by human-induced climate change. In 1977, Robert M. White, the head of the National Oceanic and Atmospheric Administration, wrote a report for the National Research Council a branch of the National Academy of Sciences that concluded that CO2 released during the burning of fossil fuel could have consequences for climate that pose a considerable threat to future society. (White, 1978)

A report prepared by the Carter administration a few years later in 1981 declared that “[t]he responsibility of the carbon-dioxide problem is ours-we should accept it and act in a way that recognizes our role as trustees for future generations.” (Charney et al., 1979) This report also estimated that the amount of warming that would be experienced from a doubling of the pre-industrial levels of CO2 would be 3 degrees C, very close to the amount that Intergovernmental Panel on Climate Change would predict almost 30 years later.” (Charney et al., 1979)

For over thirty-five years, the US Academy of Sciences has warned the US about the enormous threats of climate change with each successive report making stronger claims that human caused climate change is a serious threat to civilization. If the United States can be accused of failing to live up to its ethical responsibilities to the rest of the world on climate change, one cannot blame the US Academy of Sciences for failing to ring alarm bells. US citizens cannot claim that their most prestigious scientific institutions have failed to take a position on the seriousness of climate change.

Free Markets, Externalities, and A Question of Integrity

Preface: ClimateEthics has frequently examined ethical problems with many economic arguments made in opposition to climate change policies. See, for example, Ethical Issues Entailed By Economic Arguments Against Climate Change Policies. Economic arguments against climate change policies often have been made by people and organizations that believe in “free market fundamentalism” or the idea that unfettered markets will solve virtually all social and environmental problems. This post by guest blogger Jeff Huggins examines the unstated assumption of many free market fundamentalists that laissez-faire markets are always free.

I. Introduction

One of the defining premises of any “free market” is that parties participate in transactions voluntarily.
Shoving, imposing, and force–not allowed.

Indeed, voluntary participation is a vital part of the justification–and defense–of free markets. Why are free markets supposedly “free”? Because people participate in transactions freely, voluntarily, as free human beings. Why are free markets considered beneficial? Because the outcomes are often beneficial to the participants and, often, to a broader community.

But what if the nature of a transaction forces you to take part? What if someone else’s so-called free market imposes costs or harmful consequences on you involuntarily? What if ambitious aliens from another solar system were to run their economy as a free market that utilized Earth as a cost-effective dumping ground–ignoring the concerns, rights and pleas of mere humans?

More concretely, what if someone’s free market forces harms–such as a destabilized climate and associated problems–upon someone else who wants nothing to do with those harms and hasn’t agreed to suffer them?

Ultimately, as I’ll explain, we arrive at this question: Can a free market retain any credibility, coherence, and integrity if it violates the deepest principles upon which its own existence is justified?

II. The Man and A Stream

The problem becomes obvious once you think about it carefully, but let’s begin by considering an interesting source.
In his book Capitalism and Freedom, Milton Friedman wrote about one of the principal limits of free markets that justify and sometimes necessitate government involvement. Here’s a passage:

“A second general class of cases in which strictly voluntary exchange is impossible arises when actions of individuals have effects on other individuals for which it is not feasible to charge or recompense them. This is the problem of ‘neighborhood effects’. An obvious example is the pollution of a stream. The man who pollutes a stream is in effect forcing others to exchange good water for bad.” (Friedman, 1962)

Friedman’s main focus here was on “neighborhood effects” that occur within a market system and that represent a limit, or failure, of the market. Most present-day economists use the term ‘externality’ to refer to such effects. Friedman’s ultimate point was that neighborhood effects often justify government regulation, the aim of which is either to prevent them (if they are unwanted) or to ensure that benefits and costs are borne fairly by the responsible parties. If participants in a market and others who are subject to the market’s consequences all fall under the auspices of a particular government or regulatory authority, that government or authority can–and often should–act to regulate such effects.

Let’s revisit, however, an obvious and consequential point in Friedman’s passage:

“The man who pollutes a stream is in effect forcing others to exchange good water for bad.”

Friedman’s observation here holds whether the “others” are within a nation’s border or beyond it, whether they’re participants in the market or not, and whether they accept the values of a particular type of market economy or not. In other words, just as a man who pollutes a stream in his own town forces others to exchange good water for bad, so also a market economy that undermines climate stability forces those consequences upon the entire world. Markets, of course, can fail people within them or outside of them.
